State of Youth Mental Health and Challenges in Access to and Provision of Interventions
There is a global surge in mental health difficulties among youths, that has been exacerbated by the COVID-19 pandemic. Self-reported mental health issues are more prevalent among young people compared to other age groups and research shows that the prevalence of symptoms of anxiety and depression is higher among young people than the general population. Young people are facing mental health effects as a result of the challenges experienced by their generation, notwithstanding the pandemic that has led to constraints in the access to and provision of mental health services, resulting in a mental health crisis for many countries.

Dr Elaine Chew is the Head and Senior Consultant of Adolescent Medicine Service at KK Women’s & Children’s Hospital. She is also Adjunct Assistant Professor at Duke-NUS Medical School. She has research interest in adolescents with obesity and eating disorders and has published peer-reviewed articles on Asian adolescents with eating disorders and the implementation of new treatment models. She is also actively involved in developing resources for carers of adolescents with eating disorders and collaborating with Caregivers Alliance on the caregivers programme for eating disorders and educational efforts on adolescent health for healthcare providers.

Olivia Chong is an Issue Policy Manager with TikTok's Trust and Safety team, specialising in global content policies addressing issues of suicide, self-harm and dangerous acts. In the course of her work, Olivia analyses on-platform content trends and engages field and academic experts to ensure that TikTok’s content policies are well informed, so as to protect TikTok's global community of users from harm. Prior to TikTok, she spent three and a half years in Singapore's Ministry of Foreign Affairs.
Founder & Executive Director, Campus PSY
Ming Xiu is the Founder and Executive Director of Campus PSY (Singapore). The registered non-profit organisation aims to promote mental health awareness and peer support among youths and young adults in the schools and workplaces through advocacy, training, support, volunteering and intervention to create an inclusive and supportive community for youths with mental health issues.
In 2019, he was one of seven Singaporeans to be conferred the Singapore Youth Award, the highest national youth accolade that honours exceptional young people who enrich the hearts and souls of the community and bring distinction to the nation, and was recognised as one of the 40 young, promising social service sector leaders under the age of 40 years old in Singapore for the inaugural National Council of Social Service’s (NCSS) 40-under-40 programme. He was also named as one of the 18 Young Societal Leaders in Asia and beyond at the Singapore Summit 2019, supported by EDB, GIC, MAS and Temasek.
As co-chair of the Youth Alliance, an Inter-Agency ground-up Mental Health Committee, comprising the government, healthcare and social service agencies and the Institutes of Higher Learning (IHLs), catalysed by the NCSS, in partnership with the National Mental Health Anti-Stigma Campaign, “Beyond the Label”, Ming Xiu co-leads the national efforts in addressing the stigma towards youths with mental health issues in the IHLs through public education, outreach and support.
He also serves as a Convenor and Project Lead with the Youth Mental Well-Being Network, one of the Alliances for Action set up following the Emerging Stronger Conversations, supported by the various ministries (MOE, MSF, MOH in collaboration with MCCY & NYC), and is appointed by the Board of Samaritans of Singapore, to serve as a member of the Strategic Planning Committee.

Associate Professor Lourdes Mary Daniel is currently the Head of Department in the Department of Child Development, KK Women’s and Children’s Hospital (KKH). She is a paediatrician who is trained in neonatology and child development. She received her neonatal postgraduate training in Singapore and Australia and her child development training at the Kennedy Krieger Institute affiliated with Johns Hopkins Hospital, Boston Children’s Hospital and the Harvard Graduate School of Education in the United States. She has worked with high-risk children in KKH from the antenatal period, through delivery, the Neonatal Intensive Care Unit, childhood and into primary school for the last 35 years.

Ms Colyn Chua is a trained social worker with field experience as a medical social worker and most recently graduated with a Master in Business Administration from the Singapore Management University. Colyn joined MINDSET, the Jardine Matheson Group’s corporate social responsibility programme and a registered charity, established to make a difference in the area of mental health in 2012 and as the Head of MINDSET, she oversees the organisation and its employee volunteer programme supported by all business units in the Jardine Matheson Group.
Colyn believes that more can be done in the areas of mental health and corporate purpose especially in awareness raising, community inclusivity, and sustainability. By actively engaging mental health organisations and sharing views and knowledge, she hopes to see a growing number of like-minded advocates in Singapore’s mental health ecosystem.

Dr Daniel Fung is a child and adolescent psychiatrist and also the Chief Executive Officer of the Institute of Mental Health in Singapore. He is an Adjunct Associate Professor at all three Singapore medical schools. Dr Fung is the President of the International Association for Child and Adolescent Psychiatry and Allied Professions and President of the College of Psychiatrists, Academy of Medicine, Singapore. Dr Fung has co-authored over 200 peer reviewed research papers, books and book chapters. Dr Fung has actively been involved in developing telepsychiatry in Singapore and has also developed a number of digital mental health solutions in the last ten years including a patented novel treatment for Attention Deficit Hyperactivity Disorder.

Tasneem Abdul Majeed is a third-year Psychology student at the National University of Singapore (NUS). She has a keen passion for Child and Adolescent Mental Health.
As someone who has lived experience with high levels of anxiety and panic attacks, she hopes to empower other young people struggling with similar experiences. In recent years, she served as a peer caregiver to an individual diagnosed with an anxiety disorder and was diligent in providing the peer with emotional and academic support.
She also serves as Peer Supporter under the NUS Peer Student Supporters programme; providing emotional support to students in distress on a weekly basis. Apart from volunteering, Tasneem has actively participated in community-based advocacy events. In the past year, she has participated in multiple public-speaking events by non-profit organisations such as Resilience Collective, Beyond the Label and Caregiver’s Alliance Singapore. She aims to shatter the stereotypes and stigma surrounding mental health conditions.

Professor Sonja March is the Director of the Centre for Health Research at the University of Southern Queensland and also a Professor of Psychology. She has a PhD in Clinical Psychology and her research focuses on the use of innovation to enhance the efficiency of treatments and improve access to evidence-based psychosocial interventions, particularly for young people and their families. Professor March has developed the BRAVE programme, an online Cognitive-Behavioural Therapy program for child and adolescent anxiety and successfully led the translation of BRAVE into a public health service in Australia, which now has almost 65,000 registered users. She has developed a suite of mental health apps and interventions for children, adolescents and adults and conducts clinical and implementation research to examine their utility in clinical and community settings.

Dr Vicknesan Marimuttu is a Child and Adolescent Psychiatrist with the KK Women’s and Children’s Hospital (KKH). He is also Head of the Child and Adolescent Mental Wellness Service, Department of Psychological Medicine, KKH. Dr Marimuttu is an Adjunct Assistant Professor with Duke-NUS Medical School. He has an interest in mood disorders and psychosomatic disorders. He is currently leading a team that is exploring a brief intervention for mild psychosomatic presentations via the use of a video for self-help and guided self-help.

Ms Porsche Poh currently serves as the Executive Director of Silver Ribbon (Singapore) and Board Member of World Federation for Mental Health. She also holds several other portfolios, namely, Social Service Fellow, Advisory Committee Member on Peer Representation in Singapore, Member of the Leadership Selection Panel, Associate Trainer with the Civil Service College and Mental Health First Aid Trainer, certified by Mental Health First Aid Australia and Mental Health First Aid Singapore.
To promote mental health literacy, she launched four publications, including Mental Health Revolution – Making Things Happen (2011), Mental Health Matters: Handbook for Grassroots Leaders (2015), Mind: Your Business (2015) and Get Started: Investing in Mental Health @ Workplace (2017). In addition, she shares her views on mental health issues on a radio programme by Capital 95.8FM and responds to queries posted by the listeners. For her contribution in mental health promotion and advocacy, she received a list of awards including The Outstanding Young Persons of Singapore Award from the Junior Chamber International (2008), Community of Practice Mental Health Champion from the Social Service Training Institute (2013), Singapore Woman Award (2013), and Social Service Fellowship Award from National Council of Social Service (2016).
She previously served as Regional Vice President (Asia Pacific) (2012 – 2015) and Corporate Secretary (2015 – 2017) of the World Federation for Mental Health. She presented on mental health promotion and advocacy locally and overseas, including the 5th Southeast Asian Studies Symposium at University of Oxford in 2015, the Cambridge University Southeast Asian Forum in 2016, the 61st session of the Commission on the Status of Women at the United Nations Headquarters, New York, United States in 2017, 7th Southeast Asian Studies Symposium at Universitas Indonesia in 2018, and the 63rd session of the Commission on the Status of Women at the United Nations Headquarters, New York, United States, in 2019.

Dr Priyanka Rajendram is a public health physician with a variety of experiences in public health promotion, policy development, content creation and programme management, including social and behaviour change communication (SBCC) and edutainment initiatives. She currently serves as assistant director at the Ministry of Health Office for Healthcare Transformation, working on digital mental health as part of the integrated health promotion (InHealth) team. She is also the co-founder of Girlsplained, a non-profit community organisation based in the United Kingdom that uses SBCC and edutainment to support young minority girls’ health.

Professor Susan Sawyer AM MBBS MD FRACP holds the Geoff and Helen Handbury Chair of Adolescent Health at the University of Melbourne, Australia, and is Director of the Centre for Adolescent Health at the Royal Children’s Hospital, a World Health Organization (WHO) collaborating centre for adolescent health.
A paediatrician by training, she is recognised as a global leader in adolescent health and medicine with clinical, research and educational expertise that spans physical and mental health. Professor Sawyer is co-chair of the International Pediatric Association’s Specialist Advisory Group on Adolescents (2019-), inaugural co-chair of the Australian Network of WHO Collaborating Centres (2020-), immediate past President of the International Association for Adolescent Health (2022-24), and a past President of the International Chapter of the Society for Adolescent Health and Medicine.
Professor Sawyer has helped achieve recognition of the field of Adolescent Medicine as a specialist field in Australia, and of the importance of adolescent health within global health. She has trained, supervised and mentored many paediatricians in Asia, including in Singapore, Malaysia, Indonesia, India and the Philippines. She has published >320 peer review publications (H-index 80), 45 book chapters and an edited textbook.

Ms Sun Xueling was elected a Member of Parliament in September 2015. She currently holds the position of Minister of State in the Ministry of Education and the Ministry of Social and Family Development. Ms Sun serves as a Board Member of the Chinese Development Assistance Council.
After the 2015 General Election, Ms Sun was appointed Chief Executive Officer of Business China, a non-profit organisation which aims to form a cultural and economic bridge linking the world and China. Business China was launched in 2007 by Mr Lee Kuan Yew, late founding Prime Minister of Singapore and then Premier Wen Jiabao of the People’s Republic of China.
Before entering politics, Ms Sun spent more than a decade in the private sector in finance and investments. She was Director, Investments Group, at Temasek International, focusing on investment opportunities in China and other developing countries in Latin America. She had also spent 8 years based in Hong Kong and China working for Deutsche Bank AG as a Director and also as Senior Vice-President in Macquarie Securities.

Dr Sharon Sung is an Assistant Professor at Duke-NUS Medical School, and a Senior Clinical Psychologist at KK Women’s and Children’s Hospital and the Institute of Mental Health. Prior to moving to Singapore, she held faculty positions at Albert Einstein College of Medicine and Harvard Medical School.
Dr Sung is an expert in cognitive behavioural and mindfulness based therapies. Her research investigates innovative strategies to improve care for patients with mood, anxiety, and stress-related conditions. She has published numerous peer-reviewed articles, editorials, and book chapters, as well as a practitioner guide entitled 10-Minute CBT: Integrating Cognitive Behavioral Strategies Into Your Practice.

Dr Tan has over 30 years of experience in health care. She currently co-leads in the development of healthy precincts and digital mental health strategies and solutions. One key digital platform developed is mindline.sg twinned with AI-chatbot Wysa. It aims to empower and enable individuals to take care of their mental well-being with self-help resources, assessment and activities in an anonymous and safe space.
Before then, she was the Chief of Caregiving and Community Mental Health in a government agency. She led a team in the development and implementation of the national plan on caregiving and community mental health. The national master plan aims to maximise potential of individuals and support ageing in place in the community. It achieved this through developing capacity and capability of providers, building integrated networks to enhance care coordination across health and social care. For over 20 years, she served in a variety of leadership roles including Chief Operating Officer in Singapore’s leading mental health institution.
Dr Tan is passionate and determined to push for the transformation of care to be person centric, holistic, and empowering, integrating with the natural environment.

Eric was a graduate and scholarship holder from Singapore Trade Development Board (STDB), and Curtin University of Technology (Western Australia).
He is currently shouldering the responsibility of Director, Advocacy, Communications and Engagement (A.C.E) with Samaritans of Singapore (SOS), where he spearheaded signature events, activate volunteers, and strategize fundraising/communication initiatives to advocate for suicide prevention.
Eric started passing a stimulus to start the auto inclusion scheme in enacting a monthly giving programme for public servants when he was double hatting the roles of Deputy Director for President Challenge Secretariat, and Community Chest. Flagship events that he had supervised includes Community Chest 35 Anniversary TV Show, President Star Charity Show, Heartstrings Walk in the Golden Jubilee year, Heart Bus and Community Chest Getai.
He had spent more than 15 years of his earlier life in academia, lecturing for NP, RP, NTU and administering programmes for SIT as a Programme Director.
Eric had received accolades for several national campaigns such as the launching of Honorary Citizen Award Medallion and was appointed the creative consultant for Central Provident Board’s 50th Anniversary Ceremony in the year 2006. His work further spans advertising and was the Creative Consultant for National Day Parade 2002, 2003 and 2004, Singapore Press Holdings in their Chinese Cultural Festival and Model Chinese Teacher Award 2000, 2001 and People’s Association in Chingay 2002.

Dr Tan See Leng was appointed as the Minister for Manpower and Second Minister for Trade and Industry on 15 May 2021. Prior to this, Dr Tan was a Minister in the Prime Minister’s Office, Second Minister for Trade and Industry and Second Minister for Manpower from 27 July 2020.
A veteran medical practitioner, Dr Tan was Group Chief Executive Officer and Managing Director at IHH Healthcare Berhad, one of the largest listed integrated healthcare providers globally, from 2014 to 2019. He was also concurrent Chief Executive Officer and Managing Director of Parkway Pantai from 2011 onwards till 2019 when Parkway Holdings was merged with Pantai Holdings. During Dr Tan’s tenure, the group doubled its revenue and expanded its presence to 11 countries with 84 hospitals employing over 50,000 employees.
An entrepreneur, Dr Tan founded Healthway Medical Group in Singapore in the early 1990s and was its Chief Executive Officer from 1992 to 2003. He expanded the GP clinic chain to more than 40 locations with a turnover of S$20 million per annum, making it the second largest private primary healthcare provider in Singapore.
Dr Tan has served on the boards of several medical committees including the Singapore Ministry of Health’s Medishield Life Review Committee. He also sat on the Advisory Board of the Lee Kong Chian School of Business at the Singapore Management University and has guest lectured at international symposiums including the Harvard Business School’s seminar on healthcare entrepreneurship.
Under his leadership, IHH Healthcare Berhad has won numerous awards, including Best Managed and Best Overall Corporate Governance Poll awards by Asiamoney. He has also earned awards from his own medical community in Singapore, including the Albert and Mary Lim award from the College of Family Physicians and the Merit Award from the Singapore Medical Association.

Associate Professor John Wong is the Lin Jo Yan and Yeo Boon Khim Professor in Mental Health and Neuroscience at the Yong Loo Lin School of Medicine, National University of Singapore, and Senior Consultant Psychiatrist at the National University Hospital.
He was Head Military Psychiatrist and held the Office of SAF Chief Medical Corps; was involved in the SARS and H1N1 epidemic planning and response plan, and trauma psychiatry.
He is the immediate past Head of Department of Psychological Medicine at the NUS and NUH, Vice Chairman Medical Board (Education) at NUH, founding Executive Director of the Regional Health Planning Office and founding Director of the CARE Hub at the National University Health System (NUHS).
He is currently the Director of NUHS/ NUS Mind Science Centre, Immediate Past President of the College of Psychiatrists/ Academy of Medicine Singapore, and Council member of the Pacific Rim College of Psychiatrists.
His research includes the Singapore YEAR Study, a national youth mental health epidemiology study, clinical trials and non-pharmacological treatment trials in ADHD and Autism Spectrum Disorder, adolescent resilience and suicide prevention studies. Recent clinical work includes the COVID pandemic psychological responses.
